Rows 1811, 2977 and 531 rotate between three occupied bins of capacities 16, 32 and 16, across calls 3, 6 and 1. Three helpers relocate and four other offsets change. Idle ranks (2,1,0) become (3,0,0), so strict concavity proves a cheaper recursive moment. The complete unchanged eleven-stage PR1087 admission gives conditional finite kappa = 2677792938271/1600000000000000 = 0.001673620586419375. Exact gain over PR3338 is 1047762837/10^18; over the selected headline it is 960389342457/10^18. Complex still binds. This is a packing witness, not a global optimum or selected-frontier update.

A neutral pair then triple across five distinct helpers gives conditional finite kappa = 0.001673627634134309, exact gain 7.61110280e-10 over PR3359. The full unchanged eleven-stage admission and both supplier/outer paths pass with an identical complete typed invoice except three source bindings. The selected frontier is unchanged. No packing optimum or full multiplication theorem is claimed.

The integer certificate proves the stronger scoped statement for every permutation with exactly one original helper departing and arriving at each affected bin, for every concave cost on ranks 0 through 48 including rank-zero bins. All 9,284,615 integer hinge inequalities hold on the complete 720-state, 197,545-edge favorable relaxation. It retains actual windows and capacity while dropping family and active-pair conflicts. The written hinge decomposition and telescoping argument give the theorem; it is not merely a search failure.

Seven pinned canonical inputs plus a 217-row checked-preimage delta reconstruct all 69,120 roles and the complete PR3359 payload. The original independent owner auditor rebuilds the actual source windows. The relaxed rank16-buffer closure has 896 locations and four eligibility classes. Every original full48 bundle offers at most 9 width eligible for any reached16 location;16 is required. This excludes arbitrarily long neutral equal-capacity whole-bin routes, preserving each original intact bundle and its residual, followed by one full48 split between the16/32 buffers. Whole evacuation of a partially occupied bin is allowed. Nonneutral moves, moving only part of a bundle, mixing bundles and chronology changes remain outside. This is not a claim against all fixed-chronology relocations.

Concurrent PR3390, exact dd9c46f721864683144e76605c143795b61f06eb, reports a positive fixed-chronology construction on the same PR3388 base with a different delta 3H1-25H3+8H6+3H8.
