override_file_permissions not working

Developing on windows with wamp, fresh install

setup:

/config/laravel-stapler/filesystem.php

'override_file_permissions' => 0777,

then:

php artisan config:clear

however, files are stored with strange permissions

$ ls -alh public/system/App/User/avatars/000/000/011/thumb/

already tried this with no luck

'override_file_permissions' => null,

how to debug?

I made this repository with a very simple test case

• navigating http://localhost/laravel-stapler/public/

it ignores override_file_permissions and creates folder with permissions "Administradores SYSTEM"
