In this resource agent heartbeat/aws-vpc-route53.in, from the line 361 till 369, on the monitor function, the resource is updating the DNS when it is only monitoring. This creates an issue when the pcs cluster is in maintenance and someone run pcs resource refresh, route53-RA should not change anything when pcs is in maintenance mode, like any other resource.
