In ocf-shellfuncs, crm_mon_no_validation replaces the CIB's validate-with with "none". Disabling validation is deprecated as of Pacemaker 2.1.8.
From the comment, this appears to have been a workaround for older bundle nodes (actually any Pacemaker Remote node would be affected) that didn't have all the schema files that the cluster nodes did. This issue was fixed in Pacemaker 2.1.8, so the workaround could be done only when the Pacemaker feature set is below 3.19.7.
