docs: point historical review reports to current counts

Add a clause to the existing 'Note (July 2026)' in the two review reports
clarifying that the notebook/fast-track counts in the body reflect the
course at review time, with links to README.md and fast_track/README.md for
current figures. Embedded historical counts and verification claims left
intact by design (docs/ keeps the point-in-time record).
