Allow FOMOD options to be selected even if their requirements are not met

What feature or game support would you like to see
Some FOMODs won't let you select an option if you don't have a specific plugin installed, but oftentimes, people will install mods knowing that another will be installed in the future and would prefer to go ahead and select the option even if they haven't yet installed the requirements.

It would be extremely helpful to be able to ignore when FOMODs do this and install those plugins anyways for the cases when you know you will eventually install the mods that are required.

Additional Infomation Assume I don't have the game or know anything about the game, Include any infomation that may be useful such as mod install instructions, root folder frameworks etc.
I'm pretty sure FOMODs are primarily used for Bethesda games

This should already be the case, except for a few cases where it is necessary according to the fomod spec. If an options plugin is missing it is greyed out but still selectable

Do you have any examples where it should be changed?

I meant specifically in the cases where the FOMOD doesn't allow for it. Next time I come across a mod doing this I will comment it here as an example.
