FEAT: (Climate Token Driver) Update code to use another parameter to issue a new CAT

Currently, we define a new CAT by using the following parameters:

• OrgUid
• ProjectId
• Vintage

EcoRegistry provides a compelling case to add an additional parameter to the definition of a CAT asset ID.

current thinking is that we could probably use 'methodology' as the new parameter, but need to think through this.

Upstream dependency issue based on moving methodology from projects table to issuances table in the next data model change.
