B1: disposition of the outside-person walkthrough findings

The roadmap keeps all three possible outcomes open, and the third is the serious one:

May be documentation-only, may be a usability change, may be a decision that the receipt does not answer the question it claims to.

That is the point of the gate — only an outside person can answer whether the receipt answers their exit question, and as the roadmap puts it, "only a person who did not build it can answer it."

Checked all five ways this portfolio's already-done issues usually hide: no open pull request (gh pr list --state open returns empty), nothing in the last 60 merged pull requests touches a walkthrough disposition, git log --all --grep '#109' is empty, and the three surviving origin branches (integration/wave-1, refactor/evaluator-inert-guards, ci/coverage-scope-and-python-matrix) carry no path main lacks — see #138 for that measurement.
