On shutdown mark Channels and "undefined"

When recceiver shuts down it should mark the Channels pvStatus as Unknown or Undefined

This is correctly indicates that the PV might or might not be available, but since recceiver is no longer running with a connection to the IOC, it cannot say with confidence that the channels is "Active" or "InActive"
This matches the serverity used in EPICS

And then on startup would it change all PVs from "unknown" to "inactive" until the IOCs reconnect to recceiver, which will change the live PVs back to "active"?
