Product MVP: guided local Project Decision Loop UI

Outcome

Turn the verified Project Decision Loop in PR #37 into a self-explanatory local product demo for a nontechnical investor.

Acceptance

• One launch command starts a localhost-only guided decision flow.
• First screen explains the two opted-in projects, proposed relationship, evidence, and exact Approve/Reject choice in ordinary language.
• Both outcomes show what will and will not happen, bounded plan/route state, recorded evidence, blocker/next decision, and compact timeline.
• UI calls the existing ProjectDecisionLoop; no parallel domain workflow.
• No external assets, network adapters, real Paver/Codex/GitHub/Krish action, or ambient storage discovery.
• Interaction tests, real-app rendered inspection, approval/rejection exercise, docs, public-data audit, and Project Runs registration all pass.

Non-goals

No dashboard, graph editor, Sidecar, generic Control Room, live integration, or later vision-stage work.
