Outcome

Deliver one investor-readable, local-only CLI/demo that turns intent from exactly two explicitly opted-in synthetic project scopes into a human-reviewed cross-project proposal, dependency-closed plan, simulated bounded route, verification evidence, and concise decision timeline.

Acceptance ledger

• Exactly two project scopes are declared; no storage discovery or ambient access.
• Intent provenance is local and every cross-project proposal carries source evidence plus typed confidence.
• Exact human accept/reject is required; confidence grants no authority.
• Accepted proposals produce a coherent dependency-closed plan with included/excluded intent and conflicts/uncertainty.
• Codex/Paver routing is a test double only, explains the route, and preserves scope and permission exactly.
• Requested outcome, observed result, approval, blocker, and next decision persist in a local timeline.
• Degraded paths, restart/idempotency, privacy/public-data audit, and a runnable synthetic fixture are verified.
• README and implementation report state MVP scope, demo steps, limits, and post-MVP roadmap.

Non-goals

No live dispatcher, external adapter, Control Room, Sidecar, Krish connection, Graph Workbench, network effect, merge automation, or authority expansion.
