I think there a grammar error in https://carto.com/developers/sql-api/support/rate-limiting/. Instead of "We allow a request every a certain time period" , it should be something like "We allow a request every certain time period" but that still sounds weird...
My suggestion is:
[1st bullet point] We allow one request per time period.
[2nd bullet point] For most endpoints, that time period is one second.
