More descriptive browser page titles for the Portal

Browsers display the title any Portal page as the URL of that page. For instance, this page:

https://portal.conp.ca/dataset?id=projects/preventad-open

will display the title "portal.conp.ca/dataset?id=projects/preventad-open" and the landing page displays "portal.conp.ca/index".

Could we have "The CONP Portal" for the landing page and something like:

The CONP Portal - Name of subpage

for other pages, where "Name of subpage" would be, for instance, the name of the dataset being displayed?
