Task to eventually link releases to the the pypi index via github action.

The action script successfully publishes to pypy on new-tag generation.

• The test and signing sections of the action fail, but do not affect the above process. Fixing these will be a later enhancement.
• Failures to build for specific OSs in the matrix are made to appear positive, as to complete the build and publication process. These are left this way incase we fix the code and it runs on windows/mac natively.

Tag version 1.1.2 was created for the test, and the corresponding pre-release can now be deleted. It is identical to v1.1

The links have been transferred to the repo, with links to the repo and the issues present and functioning as intended.
A clear copy of the version history is also beneficial, allowing tag specific installs with

 pip install CMIP7-data-request-api==1.1.2

Not having this tag installs the latest version automatically.

** I believe that if we use camel case within the project toml file, HomePage will translate to "Home Page"

@wolfiex wondering if it matters that some of the actions in the release workflow are still failing:

Looking at the last software three releases, it looks like the windows build and signing fail.

As you mentioned earlier @wolfiex the releases appear on pypi and seem to work fine, so maybe this doesn't matter. I noticed it just now when the v1.3 release didn't immediately propagate to pypi, though it did after I re-ran the workflows. Re-opening this issue in case is requires any attention (happy for you to close it again if it doesn't).
