convert forcingprocessor's config to yaml. json doesn't allow comments, so we can make things more explainable by converting to yaml.

Hmm how often are people manually running the forcingprocessor? I am not sure it's really used outside the automated nrds workflow, and so it probably doesn't need comments if we explain everything well in the readme
