Follow-up from PR #57 (ops-2 hal). The README does not mention the new root Makefile (make deploy / verify / test). A contributor reading only the README won't discover the canonical deploy/test path.

Task: add a short make deploy / make test note to the README (build/deploy section), pointing at CLAUDE.md §Migrations & deploy and docs/operations.md for the full runbook.

Severity: LOW (L6 in the PR #57 review). Docs-only.
