The voice dictation toggle is hardcoded to Alt+V. On pi 0.84.3+, Alt+V is also the default shortcut for pasting images from the Windows clipboard on WSL and native Windows (see earendil-works/pi#8372, fixed by mitsuhiko: earendil-works/pi#8372).
