Refactor to clean code

after review the repository, this is my recommendation for refactor priority (top 3 go files):

1. cmd/chief/handler.go
2. cmd/builder/builder.go
3. cmd/repo/repo.go

there's many guide we can use, plan above is followed from uber-go guideline

@herpiko said that he casually use https://github.com/bxcodec/go-clean-arch v2, which is 2020 version, go-clean-arch now have v4, which we can also use it
