incorrect location of the parameter in the mod settings

UI title setting outside the core info section - is it in the emojis section?

apparently it should be located below

I studied it in more detail, why is it that all UI titles are higher and are located in the other parameters section, some category titles are not displayed at all, is that how it is intended?

Both "UI Scale" and "UI Title" are options available for every window. An empty category titleline is used as a separator to divide these options from the other functional ones.
