[Bug]: Changing menu item order bug

What happened?

When changing menu item order in one menu, it resets order of items in another menu.

v4.0.6

How to reproduce the bug

First change order of menu items in Menu1 to not default. Then change order of menu items in Menu2.
Now check order of menu items in Menu1, it should be reset to default.
