Reason for disagreement: Think this should be low/medium severity.

Having broken links is not just a typo/cosmetic error, inconveniences the user as (s)he is forced to scroll to a specific section instead of being able to jump to it from the content list. In any case, having broken links also means that the UG does not follow the AB3 UG standard. It affects usage of the document.
