Create a notice board

Questions:

• Who can create a notice? Can everyone who has an account in Badhan BUET Zone create a notice? Is it an editable list?
• Who can view these notices?
• Give steps on how to find these notices in the UI from the perspective of the account holders of the app. (pencil drawing or computer images would be great)

GS, President, CR is enough i guess. It should be an editable notice.
-Every volunteer who has access should be able to see the notices.
