bug: missing field `ReprodAllowed` in example migration.csv call out

The [call out](https://atlantis-ecosystem-model.github.io/AtlantisManual/user_guides/quarto_site/part1/12-distribution-and-movement.html#multi-year-migrations) box right before chapter 11.4.2 is missing a column `ReprodAllowed`

The table (11.1) also fails to describe what the default value of `ReprodAllowed` should be for models that upgrade to the codebase where this field is required
