[Bug] 重新进入存档后，监督者不能正常加载区块

每次重新加载存档后，监督者的区块加载功能都不会正常工作，直到玩家亲自加载了监督者工作范围的这些区块。

Expected behavior - 预期行为

每次重新加载存档后，监督者正常加载其工作范围的区块。

To Reproduce - 复现问题

在一片较大范围内（5*5区块）建设一个大功率的光电机组，在中间的区块放置一个最高等级的监督者，使其加载范围能够覆盖全部的定日镜。在夜晚把被加热的高温方块替换成正常温度的可加热方块，把模拟距离调低，远离光电机组使其不在玩家的加载范围内，然后退出存档。重新进入存档，不要靠近机组，用tweakerge的灵魂出窍等功能查看渲染距离内的机组，把时间调整为白天，会发现方块没有被正常加热。逐个区块地缓慢靠近机组，会发现部分可加热方块开始变高温和红热，还有部分仍是正常温度。
