Include metadata when downloading data directly from notebooks

When users download data in CSV format from the notebooks, there is minimal documentation or metadata describing the columns, variables, and units. We need to find a way to include this metadata with the downloaded data so that users can clearly understand the structure, meaning, and units of each column.
