Attribute LLMTurn records to their LLM config

LLMTurn records should carry an identifier for the LLM config that produced them, so downstream consumers can attribute each dialogue turn to its persona without inferring from surrounding reload events.

We should also snapshot the active config at ApplicationStarted so zero-turn sessions are still self-describing.
