Prevent scrolling in "Create New Database" window before animation finishes loading

Currently, when opening the "Create New Database" window, users can scroll before the animation finishes loading. This causes unexpected behavior and possible UI glitches.

The scroll action should be disabled until the animation and loading process is complete.
