Enterprise ACS should check for invalid MADT Physical Base Address

Linux 5.12 added a warning message when the MADT's Physical Base Address field is populated (non-zero) but invalid:

[Firmware Bug]: CPU interface incapable of MMIO access

The Enterprise ACS should check that the field has a valid value.
