Client CLI should validate all arguments, meaning that if invalid values are passed, the user is notified immediately and not when the command may fail later.

For example, submission --clusterlist is not validated at all.

The following command has two invalid arguments.

act sub --clusterlist 4243 344

The cluster list is invalid and should be detected before the jobs are even tried to be submitted. Then the missing file is properly detected but it's also looks it's too late and it's just a caught exception from the submission.
