UI polish: UploadQueue panel glass (queue as #30)

Goal

Swap flat upload-queue controls to Suite glass tokens.

Target

• File: src/features/sync/UploadQueuePanel.tsx (not UploadQueueItem.tsx — that path does not exist)
• Selector note: look for flat bg-white/[0.03] / hairline-less action buttons in the queue list
• Change: glass-chip + shadow-suite-sm (repo has no shadow-suite-xs; use shadow-suite-sm / hover:shadow-glow)

Definition of done

• ≤150 LOC micro-PR
• npm run lint green
• No new hex fills
