Gate for B3/D1: confirm whether the reference enforces a per-anchor minimum fee (drop if transactionFeePaid < normalized * ops) in TransactionProcessor / the fee verifier, vs. recording transactionFeePaid only for selection. If it is a hard drop, it is a LIVE rule served by the same B1 primitive (sum the anchor tx's input prevouts) and must drop underpaying anchors.
