Add version switcher

Eventually we should add a system that allows users to visit doc sites for previous versions of the toolkit. The easiest way to implement this is probably just a dropdown that links to different netlify sites that are tied to different branches, i.e.:

• v1
• v2
• etc...

We could push to each branch to update point releases, etc.
