Subject: [PATCH] Raise the minimum Rust version to 1.85; neutral ignore rules

- rust-version 1.85: a fresh dependency resolution includes crates
  published with edition 2024, which Cargo reads from 1.85 on. Verified
  with a lockfile generated by Cargo 1.85 (build and tests pass) and by
  Cargo 1.84 (fails). README requirements and CHANGELOG updated.
- .gitignore: one rule for every hidden local directory except .github,
  instead of naming individual tools.
- Package contents check: the planted stray directory is .scratch.
